The cloudiness chart does not appear to show much correlation to the cities' distances from the equator. We might have cities reporting their cloudiness more frequently at 0% and 100% than an actual scientific percentage. We have comparable reports of 0% and 100% from cities at all latitudes between -55 and +65.
